Place 1/2 lb small potatoes and 1 lb carrots cut into large chunks in a pot and cover with plenty of water. Bring to a low boil and cook until tender, then drain. Cut 1 head green cabbage into 1 1/2-inch wedges, then place in pot with beef. Cook until beef and cabbage are fully tender, about 45 minutes. Slice beef against the grain and serve with cooked vegetables and mustard.
